FORMATION OF PRESS COMMISSION IN INDIA

During the post Independence days in1947,a new era in India slowly came in which the role of press        changed in India.                                                                                                                                    
The government of India appointed two press commissions to make a comrehensive enquiry into the state of    press in India and examine issues associated with its working conditions of journalists.                                                                                                                                                   
Freedom of the Press,machinery for ensuring high standards of journalism,pattern and economics of              ownership and ways and means to promote growth of language press and regional press etc.             
FIRST PRESS COMMISSION  

The First Commission was appointed in september 1952 undwer the chairmanship of justice Rajadhyaksha.The commission submitted the annual report in 1954,made several important recommendations,which help in constituting a number of institutions and organizing the profession of journalism in a systematic manner.
Some of the recommendatitions and Observations are:
1. A Press Council should be established whose objectives are:
(a) To safeguard the freedom of the press and help the press  in maintaining its independence.
(b) To censure objectionable types of journalistic conduct and by all other possible means to build up a code in accordance with the highest professional standards.
(c)To encourage the growth of a sense of responsibility and of public service among those engaged in the professional standards.
(d) To keep under review any development likely to restrict the supply and dissemination of news of public interest and importance.
(e) To study the developments in the press which may tend towards concentration or monopoly and
 if necessary to suggest te remedies thereof.
(f)To publish reports atleast once a year,recording its work and reviewing the per4formance of the press,its development and factors affecting them.
(g) To improve the methods of recruitment education and training for the profession by the creation of suitable agencies for the purpose such as the Press institute.
2.Decline in Editor's status.There has been a general decline in the editor's status and independence of Editor and this decline has been noticeable particularly in the case of daily Newspapers.
3. Recommended the appointment of  a wage board for the working journalists.
4. Recommendations of the appiontment of the Registrar of Newspapers of India(RNI).As a result, officeof the RNI was created on July1,19


SECOND PRESS COMMISSION IN INDIA:                                                      It was set up in May 1978 having Justice P.C. Goswami as its chairman.The commission  resigned in january 1980.The commision was reconstituted in  April 1980 with Justice K.k  Mathew as its chairman.the commission  submitted its report in  1982.

THE INDIAN PRESS AND ELECTRONIC MEDIA

In Journalistic and mass communication terminology "PRESS" means print media like newspapers,journals,magazines,books etc. Origin of  press in India dates back to Mughal period during which newspapers were regularly issued.
The inspiration from these newsletters paved way to start Bengal Gazette by James Augustus Hickey in 1780.
The first printing press in India was established in Bombay(Mumbai) in 1674, second in Madras (Chennai) in 1772 and the third in Calcutta( Kolkata) in 1779. The press during the first freedom struggle paved a vital role.The press frequently took up the cudgels with the authorities and transmitted the messages of freedom to the masses of India.
VERNACULAR PRESS ACT was enforced by Lord Lytton during 1878 i.e., on March 1st 1878.It came due to over impact of writing in the press.
But during the World War I ,again print media was given the permission to write with assurance that it would support the government.
Alongwith a security deposit to the government, newspaper supported the government.
But during World WarII , A Conflict rose  on reporting the war news.It was around this time that            ALL INDIA NEWSPAPERS EDITORS CONFERENCE came into being.

Communication is the process of transfer of ideas,information or thoughts between two or more persons.it is the way of expression from one individual to another.however, a person talking to himself is also a form of communication i.e., interpersonal communication.
People express trough variou mediums like verbal and non-verbal.thus,we can say it is a process of people express through various mediums like verbal and non-verbal.Thus,we can say it is a process of sharing of ideas,information,knowledge,attitude among people through certain signs,symbols and words.
